Andrew Trout for City Council

Dr. Andrew “Andy” Trout is a lifelong St. Joseph resident, former Air Force medical commander, and small business owner dedicated to strengthening the community he’s always called home. A graduate of Bishop LeBlond High School, Missouri Western, the University of Missouri Columbia, and UMKC, Andy practiced dentistry alongside his father for nearly 30 years, caring for generations of local families.Andy serves on City Council as liaison to the Legal and Human Resources Departments, the Aviation Board, and the 139th Airlift Wing. His leadership is rooted in service, accountability, and long-term vision.Following in his mother’s footsteps as a civic volunteer, Andy has been active in church and community organizations for years. He’s also the proud father of two children - one serving Buchanan County as a sheriff’s deputy and one working as an airline pilot.Andy’s focus is simple: make St. Joseph a place businesses choose, families are proud to live, and young people don’t feel they have to leave.

St. Joseph has incredible potential and now is the time to build on the momentum we’ve already started.We need to make St. Joseph a place that businesses choose to call home not just for opportunity, but because their employees want to live here, raise families here, and put down roots here. A strong local economy depends on a strong quality of life.That starts with listening. The recent city survey made it clear what matters most to our community; safer neighborhoods, stronger police presence, improved code enforcement, and better roads. These aren’t small issues. They directly impact how people feel about where they live and whether businesses see St. Joseph as a smart investment.We must prioritize:-Strengthening our police force and supporting law enforcement-Improving code enforcement to protect property values and neighborhood pride-Repairing roads and investing in cleaner, safer streetsAt the same time, we continue to think forward. With 30 years of experience in dentistry, I’m actively working to bring a dental school to St. Joseph. An opportunity that would create jobs, attract young professionals, and stimulate long-term economic growth.Economic development doesn’t happen by accident. We’ve seen meaningful wins and improvements over the past year or two, and we must continue that progress; attracting new businesses, supporting local entrepreneurs, and creating an environment where investment thrives.St. Joseph should be a city people are proud to be from and proud to stay in. By focusing on safety, infrastructure, education, and economic opportunity, we can build a community that works for everyone.

In uniform, leadership meant responsibility, accountability, and putting the mission above personal interest. He learned how to lead diverse teams, make clear decisions under pressure, manage resources wisely, and operate without personal bias. Military service requires discipline, integrity, and a commitment to something greater than yourself; qualities that directly translate to public service. On City Council, balancing budgets, allocating taxpayer dollars, and making decisions that affect the entire community requires that same steady, mission-focused mindset.In addition to his military service, Andy has spent 30 years as a small business owner and dentist, building and sustaining a successful practice from the ground up. Owning a business for three decades requires financial responsibility, strategic planning, and consistent leadership. He has managed budgets, payroll, overhead costs, and long-term investments. He has hired, trained, and led staff. He has navigated economic shifts and changing regulations while continuing to serve patients and support his team.Andy understands firsthand how city policies impact local businesses because he has lived it. He knows what it takes to meet a budget, make payroll, and plan for the future without overspending. He understands that responsible growth and smart financial decisions are essential to keeping a community strong.Together, Andy’s military background and 30 years of business ownership have prepared him to serve with clarity, fairness, and accountability. He brings disciplined leadership, practical financial experience, and a commitment to putting the community first… every time.
